A spec is the application of a User Story to the current state of the projects, and a clear direction + actions to change things to get there.

The only actionable part I can see here is a research phase to determine what the projects do today. While that is data, I'm not convinced I'd see that as a spec per say. The spec is incomplete as it needs someone to own it to fill in the technical details.

I understand that this is coming across more as a wish list, and that should be corrected. Now putting that aside...

I think it would be great for cross-project specs to cover:

* the general problem
* the general concept of the solution
* what shareable solutions exist (e.g. oslo libraries).

Today people have to know that Nova for example has a solution for this, to even begin digging through specs. And if they don't do that, they're likely to duplicate work and do their own thing. I would like to avoid that as much as possible by surfacing what already exists in this spec.

Things are a little difficult with this example since things are merged/already in flight, but I think in the future when we know an idea might involve more than one project, it would be great to have a general discussion here first before going off doing code in our own projects.

Examples of more than two projects: service catalog which sean dague has done in a separate cross-project, or the new nested-quota initiative cross-project.

An example of just two projects where cross-project could've helped: when Trove needed some special hidden instance thing (?) from Nova, instead of them going off and doing the code on their side, just to find out that Nova team doesn't agree with the design, things could be discussed here.
Patch Set 1:

I think that the topic of "upgrades" is vast and far larger than a single spec. I think that if someone wants to drill down on the gaps identified in the user story document with specs for specific items, that might be reasonable. So far, none of the projects that are working towards live upgrade-ability have chosen exactly the same route (for good reason), so even a spec for something like versioned objects might not even apply. I'm pretty firmly against a blanket "how to do upgrades" spec, regardless of who writes it.

If some detailed specs for specific tenets of the upgrade strategies are to be developed, they need to come from people doing (or that have done) the work. Without that, I seem no point in a spec written by someone that wants the thing to happen, but isn't going to do the work.

To your last point -- I certainly don't think we need a cross-project spec for any two projects to communicate about a thing. I would expect that such things are needed for pieces of technology or good practices that need to be consistent across the projects (such as API standards). The projects that have upgrade work in progress have mostly done so by talking to each other so far.
{"3aef2e7b6789c91b90c95101cee891002743a2b1":
{"anonymous http":
git fetch https://review.opendev.org/openstack/openstack-specs refs/changes/77/290977/1 && git checkout FETCH_HEAD","Cherry Pick":"git fetch https://review.opendev.org/openstack/openstack-specs refs/changes/77/290977/1 && git cherry-pick FETCH_HEAD","Format Patch":"git fetch https://review.opendev.org/openstack/openstack-specs refs/changes/77/290977/1 && git format-patch -1 --stdout FETCH_HEAD
Adds Rolling Upgrades and Updates Spec

Adds spec generated by from Product Work Group User
Story.

Change-Id: I7f63e6a955b46d05f86f867eabcc69d107df6223
