Those upstream tests were not getting skipped properly due to difference in downstream release name.

In order to fix that, we are adding a new key installer, where a test will be skipped if they have release and installer key.
tests to add the installers option. I'll explain this as if I were speaking to the organization. I'll note in the history of the project, RDO was defined as an installer, but it's not any more.

1. refer to upstream as TripleO
2. RDO is a set of packages / repos that enables OpenStack to be installed. Installed by hand, puppet, packstack or TripleO
3. downstream of TripleO is OSP

There are only two installers that have community/official support and that's TripleO and OSP.

It's a good point that --installer tripleo could be confused with delinating components e.g tripleo component vs. glance component. However in this context of "--installer" and not "--component" using tripleo still is more appropriate than rdo. Sandeep is also going on paternity leave here at any moment and will be out for several weeks. At this time, due to resource constraints it's my thought that:

* a skipped tempest test should skip by default in both tripleo and osp as the default behavior is today.
* a skipped test is documented with a launchpad in upstream by default and 90%+ of the time is CIX'd. The bug is documented and available for internal users to see.
* at such time that we have more than one person available to handle the increased maintenance of watching OSP16.2+ for test failures, it would be ideal to switch the default back to just tripleo and then really see which tests fail on both tripleo AND OSP.
aab4a149775598dda4009b31bb84dbef82522b77"}]}
