Let me give you a little bit more context.

A customer wants to use the oslo.log JSONFormatter. Problem: the log fails on volume creation in Cinder on a simple log which looks like LOG.info("hosts=%s", hosts). str(hosts) works fine, but jsonutils.dumps(hosts) fail with "ValueError: Circular reference detected".

New problem: my colleague working on Cinder doesn't want to fix the code just for a special oslo.log formatter. (I don't think that the JSONFormatter is widely used, since it fails on simple Cinder operation.)

Honestly, I don't see how to easily modify the log line in Cinder to fix the JSON formatter. to_primitive() has no protocol like calling a to_primitive() *method*.

Moreover, I don't think that deserialization in oslo.log is expected to retrieve working Python objects. The JSON formatter can be used to collect much more details than just the error message, like the pid, thread identifier, timestamp, etc.

I mean, it's nice to have the "args" key containing the best representation of LOG.info() arguments, but I wouldn't say that it's a requirement (in my opinion).

See the change Ibda7d145af95903b2bf8d87113804350330a93b4 for a concrete fix for oslo.log: use to_primitive(fallback=repr) to prevent JSON serialization errors on logging.
> We try to raise ValueError directly in the future, current will try to warn caller's the issue in https://review.openstack.org/#/c/496067

A warning would be very useful, but without my fallback parameter or something else, I don't see how the consumer of the API is supposed to fix the warning?
So ChangBo, what do you think of my change?
