The\ncreate_environment method has been removed and the recommended\nreplacement is to call\nrun_cli.\n\nThis also drops py27 support due to incompatibilities with the version\nof setuptools installed in the virtualenv causing runtime failures.\nPython 2.7 has been EOL for some time now, so I think the easiest and\nbest solution is to just drop it for now.\n\nAlso make sure tox is available for running our integration script.\n\nUses ussuri upper-constraints for py35 testing.
