These setup_requires packages are\ninstalled with easy_install and thus do not check python version support\n(like pip) and also cannot reliably control version (as with a cap). All\nof this means that in order to keep supporting existing users of PBR on\npython2.7 (like openstack\u0027s stable branches) we need to keep PBR running\non python2.7.
