But the other better option I found was to add a new rule in tempest/tox.ini  and call it, for example: tox -efull-plugin. If I did like Ken proposed, this job and all projects that use it will not get benefit from the tests added in tree. Tests in Cinder tree needs to affect related projects (as tempest does).
