first with \u0027all_tenants\u003d1\u0027 filter.\nFor non-admin user this results in \u0027BadRequest invalid filters\u0027\nwhich is not the correct behaviour.\nThe correct behaviour should be the following :\n* The resource should be searched in the same\nproject(for non-admin users)\n* If the resource is not found, a NotFound exception should be\ngenerated rather than BadRequest\nEg: For revert-to-snapshot action, the response message should be\nsnapshot with name \u0027xyz\u0027 not found.\nThis patch adds the code for searching the resource again without\n\u0027all_tenants\u0027
