Because it runs tox in a different project (swift) than the project under test (swiftclient), the project under test won\u0027t automatically be installed from source by tox siblings.  We know it\u0027s run in the context of swift because the definition of swift-dsvm-functional has:\n\n      zuul_work_dir: src/git.openstack.org/openstack/swift\n\nwhich the tox role uses as it\u0027s CWD.  Put another way, by the time we get to the tox role, it\u0027s view of the world is that it\u0027s being run on swift.  It doesn\u0027t know anything about the swiftclient checkout.  The only way it would is if we added swiftclient to required-projects here.
