Because of its instability, choosing the latest stable (from experience) version could avoid upstream bugs. But we all openstack are working on all kinds of upstream. The way to fix bugs from other upstream is to report, not to avoid.\n\nAnother reason is devsack uses latest version by \"pip install -U pip\".
