We discussed this a bit on nova IRC channel [1] and so far release managers suggested not to release packages that does not have any \"real\" code change, as those non-code changes won\u0027t be part of the package. The result will be the same package content as the previous release in these cases. It seems though that tox.ini is bundled in the tarball, but not part of wheel / pypi package.
