An operator had to set it per process, in a unit file or a\ncontainer environment, rather than in the conf file that holds every\nother Swift setting.\n\nswift-init and swift-reload then had to learn the mode of a running\nserver before they could act on it, and they read it back from\n/proc/\u003cpid\u003e/environ. That worked only for a server this Swift had\nspawned, and not at all for one whose environment they could not read.\n\nA server now takes use_eventlet from its own conf file, from its own\nsection or from [DEFAULT]. The mode has to be settled before anything\nelse is imported, so swift/common/early_config.py reads that one option\nwith the standard library alone. It also holds TRUE_VALUES,\nconfig_true_value and read_conf_dir, which utils/config.py re-exports,\nso there is one implementation of each.\n\nA reload cannot change the mode.
