Let me outline how this parallel code works:

1. The master process shuffles the list of devices

2. The master process loops though the shuffled list

3. For each device in the list, the device-name is passed to a child process for auditing. Only parallel_proc child processes are in operation at any given time. If this limit is hit, the master waits until a child has exited before forking a new process. The pids of the child processes in operation at any give time are stored in the pids array

4. When all devices have been assigned to child processes the master waits for all child processes in operation to finish.

5. The master sleeps until the next auditing cycle is to begin.

The code already ensures that each device is audited once in every cycle, regardless of the value of parallel proc.

With regard to your first comment about "even-ness" of distribution of devices and the code contained therein, basically what you are recording on each pass through is the last 4 devices from a list that is randomly shuffled on each pass. So in effect you are randomly sampling 4 devices from the list. The statistics of the resulting distribution of devices are governed by the Poisson distribution (with a mean equal to the parallel_proc variable in your code). You can calculate the "even-ness" of the distribution (in other words the mean deviation about the mean) of devices exactly. This is how it varies by parallel_proc:

parallel_proc mean deviation about the mean ratio
     4 1.56 0.3907
    12 2.74 0.2287
    20 3.55 0.1777
    28 4.21 0.1503
    36 4.78 0.1327
    44 5.28 0.1201
    52 5.74 0.1105
    60 6.17 0.1029
    68 6.57 0.0966
    76 6.95 0.0914
    84 7.31 0.0870
    92 7.65 0.0831
   100 7.97 0.0797

You'll note that the "even-ness" of the distribution increases as parallel_proc increases. Also note that it doesn't matter how many times you shuffle, the statistics will be governed by the Poisson distribution.

However note the point that I make above; in each audit cycle every device will be audited once and just once although the order in which they are done will vary. That is the point of shuffling the list of devices between each auditing cycle.

I hope this helps clarify things.
It's not a big problem if you have only a few devices per process, but not everyone will use so few devices per replication process. I've changed the "while" to an "if" which now checks "if len(pids) == parallel_proc". So each loop traversal only culls one slave process. To fix that bug, I've replaced the "for device in device_list" loop control with a "while device_list:" control; then within the loop I pop a device off device_list and hand it to a child
