Neither\nrequirements.txt nor any code under tacker/ refers to aodh.\n\nStop deploying aodh in the functional test jobs and the devstack\nsamples, drop it from the prerequisites of the manual installation\nguide, and remove the leftovers of the legacy alarm monitoring:\n\n- The ALARMING_POLICY constant of the openstack infra driver and the\n  template translator, which is not referred to anywhere.\n\n- The ALARMNAME_LIST entry of the ansible mgmt driver sample, which\n  collects OS::Aodh::EventAlarm resources of a HOT.
