Once this problem happens, users cannot chagne the\noperation state with APIs, which means users have to change the state by\nupdating DB directly.\n\nThis patch fix this problem by changing the state of LCM operations in\n`PROCESSING` to `FAILED_TEMP` when the servers restart.
