It\u0027ll be far more efficient to test it there. This only really needs to be a tempest test if you want it to be externally covered. \n\nSince it can be more effectively tested inside of nova, and is self contained in nova, the rule of thumb I use for a case like this is basically: if this is something you want to enforce every cloud provider to do correctly for all time. (in both directions, since deployments aren\u0027t always running the latest) You also have to weigh that against the cost of enforcing this on a change to every project\u0027s commits.\n\nThis is because the primary advantage tempest gives you over an in tree functional test is external visibility. Tempest is used a ton of different places to test real clouds, not just for gating.
