We run a very limited set of configurations in the gate. For example, tempest does not work with vlan nova-networking. If some one proposed a fix for that, should we reject it? I believe there are also tests for various consoles, migration and other things that are always skipped. People run tempest outside the gate and if they find bugs in configs we don't run, we should consider a fix useful since we might actually use a different config in the future. I understand the desire to avoid bit rot in tests that never run but I think this should be a judgement call of the core review team rather than a strict prohibition.
For any new or change to a test it has to be verified in the gate. (limited people, resources, etc..) It's more than just bit-rot though, the problem is that tempest largely is still only self validating instead of being externally tested with unit tests. The only way we can be assured that the code is working as intended is if it's run. As a reviewer it's actually difficult to catch subtle bugs most of the time which is why we have automated testing. Approving code that has never been run is just a bad idea, the bugs we used to have in tree because things were never run were pretty egregious. (just think of after I fixed the testr skipping tests with syntax errors bug how many broken things we had in tree) Everytime this restriction gets loose, either because of a bug or not, we just merge things that don't work or bit rot withing a week or 2 which I think warrants this provision.

We definitely have tests in tree that we don't gate on, most of those are grandfathered in from before we made things more strict. (Like the live migration tests, which as I understand it has tons of bugs in nova because we can't gate one it) I get that people do run tempest outside of the gate but the amount of bugs and fixes we actually get in tempest around this is very minimal. For example to date I don't believe we've ever gotten a bug or a fix for something like the live migration tests. I think they're so rare that we can handle them as special cases because it's in tree but not run. Honestly though, most of what I see from people who run tempest outside of the gate are fixes to hard coded devstack assumptions we have in tree which are always valid fixes. We almost never see any reported issues for code paths we don't exercise in the gate, with the exception of no tenant-isolation which we cover poorly with periodic jobs.
I'm not sure what this means.
