RabbitMQ keeps both after their\nconsumer is gone, and nothing deletes them: Trove used to, through its\nown RPC layer, until it moved to oslo.messaging, which had no way to.\nEvery deleted instance has left two queues behind since, holding any\nmessage sent to it that was never consumed.\n\noslo.messaging now provides delete_rpc_server_queues. Call it from\n_delete_resources once the compute server is gone, so that the agent\ndoes not declare the queues again, with a few retries rather than\nforever, and like every other step there, only log a failure.
