The get_host_other_than method is used by several scenario\ntests (zone_migration, actuator, host_maintenance) to pick a\ndestination compute host for live migration. Previously, this method\ncould return any enabled compute host different from the source,\nregardless of cell boundaries. In multi-cell environments where each\ncell maps to a different host aggregate and availability zone, this\ncaused intermittent test failures when the chosen destination host\nbelonged to a different cell than the source.\n\nThis change adds a new helper method _get_aggregate_hosts that queries\nthe Nova aggregates API to find which hosts share a host aggregate\nwith the source host. The get_host_other_than method now uses this\ninformation to constrain the destination host to the same aggregate,\nensuring live migrations stay within the same cell.\n\nWhen the source host does not belong to any host aggregate (e.g. in\nsingle-cell deployments or environments without aggregates configured),\nthe filtering is skipped and the behavior remains identical to the\nprevious implementation.
