any\nhost that satisfies the volume type constraints, rather than the\nexact pool requested by the user. This violates the zone migration\nstrategy\u0027s expectation that volumes will end up in the specified\ndestination pool.\n\nThis commit addresses the issue by implementing a two-step approach:\n\n1. Add a new type of VolumeMigrate that combines a retype and migrate\n    action. The new action performs a volume retype and if the volume\n    did not land in the user-specified destination_node, the action\n    performs an additional migrate operation to move the volume to\n    the desired pool.\n\n2. Updated the ZoneMigration strategy\u0027s to add a new _volume_retype_migrate\n    method to create a VolumeMigrate action of the new type if both a\n    retype and migration are needed according to user input.
